The US town of Billerica in Massachusetts has banned councillors from sending text messages and emails during meetings. Councillors - known as selectmen in this town - were split 3 to 2 on voting. Selectman Bob Correnti proposed the ban after apparently receiving a complaint from a resident about his colleague Marc Lombardo.
